+ATLANTIC, Associação para um Laboratório Colaborativo do Atlântico, is launching a call for tenders for a Senior Project Manager to lead the Project Management Office (PMO), according to the procedures described below.

1 Admission Requirements

Candidates should hold as a minimum requirement a master’s degree (Grade 7), and preferably 5+ years of experience. Candidates with a foreign degree or diploma must present the evidence of recognition of the academic degree after the selection under the terms of Decree-Law No. 66/2018.

Mandatory requirements:

• Fluent in spoken and written English. Portuguese knowledge will be valued.

• Able to work 3-days per week on-site (Lisbon)

• EU citizenship, or legal residency status to work from Portugal.

• 5+ years of experience in project management or similar roles

• Track record in managing international R&D projects (e.g., Horizon Europe, EIC, ESA, Copernicus Services)

• Proven track record of delivering complex, multi-stakeholder international projects

• Experience working in cross-functional environments (e.g., product, tech, operations, innovation)

• Ability to work independently in setting up and maintaining information repositories, guidelines and templates at both the project and institutional level

• Experience in all stages of competitive funding, from scoping relevant calls to proposal preparation and managing the reporting on execution and delivery up to the projects closure

• Strong stakeholder management across sectors (e.g., academia, research and innovation institutions, industry)

• Implement the management tasks within the given project’s framework and budget.

• Assure a good liaison with Funding Body representatives.

• Organised carrying all projects meeting.

• Comfortable tracking KPIs, timelines, and project performance

2 Differentiation factors

Other requirements will be valued such as:

• Experience with Agile, Scrum, or hybrid project management approaches

• Proficiency with project management tools (e.g., Jira, Asana, ClickUp, Notion)

• Strong understanding of Horizon Europe project management methodologies and tools.

• Excellent organizational and prioritization skills

• Strong communication and facilitation abilities

• Ability to manage ambiguity and shift priorities

• Problem-solving mindset with strong attention to detail

• High level of ownership and accountability

3 Responsibilities and duties

The candidate's main role will be leading the +ATLANTIC Project Management Office (PMO), supporting the planning, execution, monitoring, and delivery of complex cross-functional projects within national and international R&D activities. The candidate will take ownership of multiple projects, balancing strategic objectives with hands-on coordination - ensuring timelines, scope, and resources are effectively managed. In addition, you will be responsible for internal project monitoring, including tracking team effort, maintaining accurate reporting, and providing regular updates to team leaders and directors to support informed decision-making.

5 Deadline for submission of applications

6 Ranking of applications

Applications will be ranked based on CV evaluation and, if deemed necessary by the selection board, an interview will be held. In all cases, the adequacy of the candidate's profile to the functions/activities to be performed will be considered, namely as regards the academic background and alignment of the training area/specialisation, and professional experience (quantity and relevance).

7 Notification of results

The result of the evaluation will be sent to all candidates by e-mail. The +ATLANTIC is free to fill the position or not and may suspend or terminate the process at any time by informing all candidates. Selected candidates can be expected to receive notification within 15 days after the application deadline.

8 Remuneration status

The remuneration associated with this position will be adjusted according to the profile and experience of the candidate to be admitted. Meal allowance and health insurance are offered.

9 Place of work

The work will be carried out on the premises of the +ATLANTIC in Lisbon, in hybrid mode, or other locations necessary for the execution of activities.

10 Legislation applicable at the time of signing the contract

Labour Code Law No. 7/2009 of 12 February (and subsequent amendments).
